Reach Out for Warmth (Heating and Fuel Fund) - This program provides additional utility bill assistance when federal government and state of Minnesota funds are inadequate to meet household's energy needs. The Excel Energy fuel fund was mainly created to assist elderly and/or low-income households and those just above income guidelines with paying bills.

Low Income Discount - If you are part of the Energy Assistance Program, then you may be eligible for the low income utility bill discount program. The discount provided by Excel Energy will help low income residential electric, utility, and gas customers who are 62 years of age or older and assistance is also available for the disabled. Receive up to a 50% discount on monthly utility bills.

Gas Affordability and PowerOn Assistance Program - The Energy CENTS Coalition offers low-income households and consumers in Minnesota the opportunity to receive a discount on a portion of their monthly gas bill (through the Gas Affordability program) as well as their monthly utility/electric bill (through the POWER on program).

Energy Assistance Program (EAP) - This is a federal government funded program that can assist low income, elderly, and others with paying heating bills, as well as keeping their service connected. Government funds can be used to pay utility bills in a crisis, as well as regular monthly bills.

Minnesota Cold Weather Rule - This can help ensure your utility service remains active. Qualified, eligible low to moderate income residential energy customers are protected from having their utility service disconnected from Oct. 15 through April 15 of each year.
